The Rural Electrification Agency (REA) held a performance-based bond signing session on 18th September 2024 at Meethaq Hotel, Jabi, which aimed at aligning its directorates, departments, and units with the agency’s strategic objectives. This session is part of a broader effort by the Nigerian government to enhance accountability and performance within its ministries and agencies.
The signing session follows President Bola Tinubu's administration's introduction of a ministerial performance bond, which sets key performance indicators (KPIs) for heads of ministries, departments, and agencies (MDAs). The initiative reflects the administration’s commitment to promoting transparency, accountability, and efficient service delivery as part of its renewed governance agenda.
In July 2024, the REA had signed a Performance Bond with the Honourable Minister of Power, Chief Adebayo Adelabu, committing to REA's achievement of specific KPIs outlined in the 2023-2027 Ministerial Performance Bond signed by the Honourable Minister with His Excellency, President Bola Ahmed Tinubu, GCFR. The REA's performance bond signing ceremony reaffirms the Agency's commitment to Presidential priorities, extracted from the 2025-2027 Ministerial Performance Bond; operational priorities, based on the priorities of the power sector; and service-wide priorities, based on the 2021-2025 Federal Civil Service Strategy.
While addressing the agency’s workforce, MD/CEO of the REA, Abba Abubakar Aliyu, emphasized the need for all directorates and departments to align their efforts with REA's strategic goals. He stressed that the performance bond signed between the Minister of Power and the MD of REA must serve as a roadmap for the agency’s success, ensuring that all departments work cohesively towards achieving set targets.
A key presentation was delivered by Ayo Muritala of Knewrow Performance Engineering on the topic “Understanding KPIs: Driving Performance and Accountability.” Muritala highlighted the importance of performance management, explaining that it involves selecting KPIs, collecting data, and calculating performance metrics. He also outlined the performance management cycle, which consists of three phases: strategy definition, strategy execution, and performance measurement.
Muritala emphasized that there is no such thing as a qualitative KPI, pointing out that KPIs add value by providing clarity, offering a detailed numerical view of desired results, and creating a clear line of sight for mapping organizational objectives.
In a keynote address, Mrs. Olaniyi B. O., Director of Planning and Statistics from the Federal Ministry of Power, emphasized the ministry's expectations regarding the performance bond between the Minister of Power and the REA MD. She spoke on the importance of performance management, which aligns with the agency’s mandate to drive success. Mrs. Olaniyi commended the REA MD for his leadership and the progress made since he assumed office earlier this year.
However, the session yielded significant outcomes, including the MD signing performance-based bonds with REF Directorates, Corporate Services Directorates, and Technical Services Directorates. while the Director Legal signed the performance bond on behalf of departments/units under the MD’s office and representative of directors signed on behalf of their respective departments as well.
In his closing remarks, the MD/CEO of REA, Abba Abubakar Aliyu, extended his gratitude to REA staff for their support during his tenure. As the Agency realigns its mandate to deliver accelerated energy access and climate action interventions nationwide, the performance bond signing session marks a significant step in its commitment to expanding data-driven, impact-focused and sustainable electricity nationwide.
