REA Unveils State Matching Program to Expand Electrification in Nigeria – a REF Initiative
The Rural Electrification Agency (REA) through the Rural Electrification Fund Management Division (REF) has launched a ground-breaking initiative in collaboration with state governments in Nigeria, aimed at accelerating access to electricity in rural areas. This innovative program, known as the State Matching Program (SMAP), marks a significant step towards bridging the electrification gap and improving the lives of millions across the country.
The State Matching Program, unveiled by the REA, is part of the Rural Electrification Fund (REF) initiative, which seeks to provide sustainable energy solutions to underserved communities. Through strategic partnerships with sub nationals, the program aims to leverage REF resources and expertise to extend the reach of electricity to remote regions.
Section 147. (1) of the Electricity Act 2023 gives legal backing for REA who shall, in consultation with the Minister: (a) establish objective and transparent criteria for the geographical allocation of resources from the Rural Electrification Fund; also, section 152 and 153 of the Act provides REA with the opportunity to work with both State and Local Government electricity boards to achieve universal and geographical access to electricity.
Under this initiative, the REA will work closely with state governments to identify suitable locations for electrification projects. These projects will be co-financed by both the REA and the respective sub national, ensuring a shared commitment to enhancing energy access. By pooling resources and expertise, the program aims to maximize the impact of electrification efforts and deliver tangible benefits to rural communities.
One of the key features of the State Matching Program is its focus on sustainability and long-term impact. By promoting collaboration between the national and sub national levels of government, the initiative aims to foster ownership and accountability in electrification projects. The launch of the State Matching Program took place at the NAF Conference Centre Abuja on the 27th – 28th February 2024 at an event titled the REA State Government and Distribution Companies Round Table Event, with the theme: "Fostering Collaboration and Partnership with States and DisCos to Enhance Rural Electrification Access Across the Country. This represents a significant milestone in Nigeria's quest for universal electrification. With millions of people still lacking access to electricity, initiatives like this are crucial for unlocking the full potential of the country's rural communities. By harnessing the power of collaboration and innovation, the REA is leading the charge towards a brighter and more sustainable future for all Nigerians.
The State Matching Program (SMAP) is a collaborative funding initiative designed to bolster subnational electrification projects. It operates on a foundation of transparent and structured project management, delineating clear processes, roles, and responsibilities for all stakeholders involved throughout the project lifecycle. This encompasses joint planning, procurement, implementation, monitoring and evaluation, and operations and maintenance phases.
Over time, the SMAP has accrued valuable experiences that are systematically shared with subnational entities through a capacity-building framework. This model aims to enhance stakeholders' proficiency in renewable energy systems and project management, fostering a culture of continuous improvement. Additionally, the exchange of knowledge is encouraged, facilitating the dissemination of best practices, lessons learned, and innovative approaches.
Furthermore, the SMAP endeavours to promote community engagement and sustainability by encouraging the formation of Rural Electricity Users Cooperatives (REUCS) among local communities. These cooperatives serve as platforms for collective action, promoting inclusiveness and a sense of legal ownership within the partnership framework established through the SMAP. By fostering community involvement, the SMAP aims to create lasting impacts and ensure the sustainability of electrification initiatives at the subnational level.
