The Rural Electrification Agnecy held a Stakeholders Consultation Forum at its Head Quarters to discuss procedures, policies proposed in the Environmental Social Management Framework (ESMF) & Resettlement Policy Framework (RPF) for the Nigeria Electrification Project (NEP)
The Economic and Recovery Growth Plan 2017-2020 (ERGP) sets out the medium-term structural reform to diversify Nigeria’s economy, including expanding power sector infrastructure as one of the top priorities.
In line with the objective of the ERGP, the Government of Nigeria prepared a Power Sector Recovery Program (PSRP) in March 2017 with the goal of putting the sector on a financially sustainable path.
The Program in consultation with the World Bank (WBG) was approved by the Federal Economic Council on March 23rd, 2017
The PSRP is a series of carefully thought out policy actions, operational & financial interventions to be implemented by the Federal Government to attain financial viability for the power sector & reset the Nigerian Electricity Supply Industry (NESI)
The Nigeria Electrification Project is an initiative of the Federal Government of Nigeria which seeks to increase access to electricity in the rural un-served and underserved areas of Nigeria through the use of renewable energy
The project includes three project components:
– Solar Hybrid Mini Grids for Rural Economic Development
– Stand-Alone Solar Systems for Homes, Enterprises and Farm
– Reliable Power for Federal Universities and Teaching Hospitals (#EnergizingEducation)
The REA will be the implementation Agency of the Nigeria Electrification Project through funding from the World Bank. The World Bank requires that all potential Environmental & Social impacts are addressed through development of safeguard instruments. Hence, the need for the Environmental Social Management Framework (ESMF) & Resettlement Policy Framework (RPF)
Environmental Social Management Framework (ESMF) is a safeguard instrument (document), which establishes a mechanism to determine and assess future potential environmental and social impacts of the project activities.
The Resettlement Policy Framework (RPF) has been prepared as an instrument to be used throughout the NEP implementation to set out the resettlement & compensation policy to be applied to meet the needs of the people who may be affected by the program.
The Stakeholders Consultation Forum by the @realREANigeria which held on the 23rd March, 2018 is also a platform to address local and State-wide challenges regarding project design, execution and end of project decommissioning. #NEPConsultationForum
